I refer to Budget Paper No. 2, Volume 1 at page 393, "Appropriations, Expenses and Cash Assets", line item total appropriations provided to deliver service, and ask the Minister to explain the discrepancy as the total additional funding across the forward estimates when calculated against the estimated actual for 2013-14 is $131,247,000 yet the narrative on page 395 states there is an additional $144.1million of funding?

The two amounts refer to different aspects of the Mental Health Commission budget.
The $144.1 million of additional funding referred to in the narrative on page 395 is the total of additional funding shown in the Spending Changes table on page 393 for the line 'Public Mental Health Services Activity and Price Growth' for the four years from 2014-15 to 2017-18. This represents the Government decision in the 2014-15 budget process to invest additional funding to that already factored into the forward estimates for anticipated cost and activity growth for public mental health services.
The $131,247,000 million calculated from page 393 is the total additional funding in 2017-18 compared with the estimated actual for 2013-14 appropriations provided to deliver services. However, this represents only one year of 'additional funding' and applies to all Mental Health Commission activity. Each year of the forward estimates provides a higher level of funding than 2013-14. This is $55,132,000 in 2014-15, $79,104,000 in 2015-16 and $107,495,000 in 2016-17. Including the $131,247,000 in 2017-18, this totals $372,978,000.
