I refer to Horizon Power's tender and procurement for equipment, materials and services, and ask:
(a) does Horizon Power take into consideration local content when procuring goods and services, and if not, why not;
(b) if yes to (a), what percentage of local content does Horizon Power require from their contractors and tenderers;
(c) does Horizon Power have any contractor or tenderer that is either based outside Western Australia, or has employees outside Western Australia that are engaged in providing goods or services to Horizon Power, and if so, will the Minister table a list of these entities; and
(d) does Horizon Power use any goods, materials or supplies that are produced outside Western Australia, and if so, what is each item and for what reason is it unable to be produced in Western Australia?

(a) Yes, Horizon Power applies the Government's Buy Local Policy to all procurement activities.
(b) Horizon Power strives to achieve 100% local content for the procurement of goods and services, where possible. Local content is given a favourable weighting in the assessment criteria for each tender process undertaken.
(c) Most of Horizon Power's contractors are small to medium sized enterprises based in regional Western Australia. There are instances where 'heavy' manufacturing items (such as large generators and transformers) are procured through an Australian subsidiary of a multi-national organisation. There are also instances where contracts are awarded to large inter-state service providers who offer unique solutions in a package not available in Western Australia. (d) Horizon Power procures approximately 80% of its inventory items from local companies. It is generally items from the 'heavy' manufacturing sector that Horizon Power procures or sources from overseas. Horizon Power currently purchases the majority of its electricity system material requirements through a Procurement Service Level Agreement with Western Power, established at disaggregation. See [Tabled Paper No.] for further details.
