I refer to the Swan River Trust's partnership with the Water Corporation, the Western Australian Local Government Association and the Department of Water regarding water quality issues arising from the Perth urban drainage system, and I ask —
(1) Is there a formal mechanism outlining the roles and responsibilities of these bodies in relationship to water quality and, if so, would the Minister please table that document?
(2) Does the partnership arrangement address sustainable funding sources?
(3) Does the partnership arrangement address governance issues?
(4) Is the River Protection Strategy costed and, if so, how much money is required to fully implement the strategy?
(5) If yes to (4), how and when will that funding be sourced?
(6) If no to (4), why not?
(7) When is it anticipated that the strategy will be fully costed?

(1) No. There is no single existing mechanism that outlines the responsibilities of these organisations regarding water quality. The partnership arrangement referred to is currently being negotiated between the organisations listed with the Swan River Trust taking a facilitation role in this process. The arrangement will outline the management approaches required to better coordinate responses to drainage and water quality issues.
(2) No. The proposed partnership arrangement has not included funding options within its scope and is focussing on broader practical issues relating to management.

(4)-(7) The first five years of implementing the Strategy, as outlined by the commitments in the Strategic Management Program document that supports the Strategy, are costed and funded by existing budget commitments.
