I refer to the Gas Appliance Rectification Program. In relation to those consumers whose pre-1980 gas heater has been assessed as being safe to operate on the changed gas, will the Minister advise —
(1) Whether the heating capacity will remain the same with the broader specification gas?
(2) If the answer to (1) is no, then what are the anticipated increased costs to consumers or hasn't this been taken into account?

(1) The broader specification gas has a lower heating capacity than gas currently being transported to customers in the South West. However, the broader specification gas, from the Macedon gas field, will be mixing with gas already being supplied through the Dampier to Bunbury Natural Gas Pipeline. Customers will be receiving gas that is mostly North West Shelf and Varanus Island gas, with a small amount of Macedon gas blended in. The heating capacity will be slightly lower than without the Macedon gas; however, the difference in heating value is unlikely to be discernable to customers.
(2) There will not be any impact on the cost of gas faced by retail customers whose prices, in any case, are regulated by Government.
If additional broad specification gas came into the system in the future which lowered the heating value further, it may result in a discernable difference for very large customers with equipment that is calibrated to a specific gas quality. In this case, there may be additional costs associated with the delivery of broader specification gas, such as modifications to plant and equipment to accommodate the gas. However, there is a compensation regime, through which a producer of broad specification gas may be liable for these costs, such that the customer is not adversely impacted.
