For each of the years 2008, 2009, 2010 and to date 2011, I ask:
(a) how many times have Western Australian Government schools been independently tested for the presence of asbestos fibres;
(b) for each of those occasions in (a):
(i) from what schools were samples collected;
(ii) what agency or company did the sampling and analysis;
(iii) how much did each testing process (sampling, analysis and reporting) cost;
(iv) what action was taken as a result of the analysis; and
(c) what was the total amount spent on asbestos sampling and analysis for each year?

I am advised by the Department of Education that air monitoring for asbestos fibres became a formally recognised tool for determining airborne asbestos fibre concentrations with the introduction of the first Code of Practice (Asbestos) in 1988. The then Ministry of Education undertook its first air monitoring in schools in 1989. Air monitoring is only carried out in particular situations such as to provide reassurance to building occupants that airborne asbestos fibres are not present or to validate an asbestos removal process. Air monitoring is only mandatory where validating the removal of "friable asbestos" such as in the case of thermal or acoustic insulation. In all other circumstances, it is discretionary and has only been warranted on 12 occasions from 2008 to 2011 (to date).
