I refer to the development of a new Mental Health Bill, and to the inquiry recently conducted by the Commissioner for Children and Young People, Child and Adolescent Mental Health in WA and Australia, which recommends that the Mental Health Commission ensure the views of children and young people are heard (recommendation seven), and ask -
(1) Does the Minister intend for children and young people to be heard in the development of the new Mental Health Bill?
(2) If no to (1), why not?
(3) If yes to (1), what process has, is, or will be, used?
(4) When will, or did, the consultations occur?
(5) Which children and young people will be, or have been, consulted?
(6) Has funding been allocated specifically for consultations with children and young people?
(7) If yes to (6), how much funding has been allocated?
(8) If no to (6), why not?

(1) The Mental Health Commission has received a detailed position statement from the Commissioner for Children and Young People in relation to the recommendations in the 2003 report from Prof D'Arcy Holman concerning children and young people.
(2) There was extensive consultation undertaken by Prof Holman and this consultation will not be repeated unless there is significant evidence that the directions of his report are no longer appropriate.
(3-8) The needs of people with a mental illness of all ages will be considered in the drafting of the new Mental Health Bill.
