refer the minister to the recent public consultation exercise announced by the
Metropolitan Cemeteries Board in relation to Karrakatta Cemetery zones
congregational EA and FA, as advertised in The West Australian of
Saturday, 9 May 2020.
(1) On what day
are submissions due to close? Both the MCB website and the newspaper
advertisement say Friday, 10 August 2020, but no such date exists.
(2) Does the aforementioned inaccuracy invalidate the
advertisement; and, if it does, will the MCB readvertise and at what
cost, what will the new closing date for submissions be and when will works
commence subsequent to that?
(3) After a three-month
consultation phase, can the MCB, as currently advertised, honestly expect to
review all submissions in detail in fewer than 15 working days, or is that also
a misprint?

(1) Submissions
will be accepted until the actual date advertised—10 August 2020. That
is a Monday. A clerical error stated the incorrect day but the date is correct.
(2) No.
(3) As per
section 33 of the Cemeteries Act 1986, the Metropolitan Cemeteries Board is
required to advertise for a period of no less than three months before
commencement of works. The MCB conducted an initial 12-month public
consultation that ended in November 2017, and approval to proceed was obtained. Submissions received during the initial
12-month consultation have already been assessed. The three-month additional consultation is to enhance the board's consultation efforts.
The MCB does this immediately prior to
redevelopment to provide an additional opportunity for members of the community
to come forward . Any submissions
received during the process are assessed as they arrive at the MCB and will be
considered prior to any works taking place. The advertised commencement
date is an anticipated date. Physical works do not commence until all
submissions are finalised.
