FINES, PENALTIES AND
INFRINGEMENT NOTICES ENFORCEMENT AMENDMENT BILL 2019

the Leader of the House representing the Attorney General:
My question without notice of which
some notice has been given is asked on behalf of Hon Michael Mischin, who is
away on urgent parliamentary business.
I refer to the Attorney General's
response to a question from the member for Maylands on 25 September 2019.
(1) Precisely how
many fine defaulters were in prison in the last year of the Barnett government,
and how many individuals were in prison for fine default alone?
(2) In what
manner was the McGowan government ''pushing back'', and can any
documents to that effect be tabled?
(3) In what
manner was the McGowan government ''asking the registrar to exercise
more discretion'', and can any documents to that effect be tabled?
(4) In what
manner had the McGowan government up until then suppressed imprisonment as a sanction
for fine default, and can any documents to that effect be tabled?
(5) In reference to (4), was it by instructions,
policy, practice statements or guidelines regarding the issue of, or execution of warrants of commitment for, fine
defaults pending the expected passage of the Fines, Penalties and
Infringement Notices Enforcement Amendment Bill 2019; and, if so, can any
documents to that effect be tabled?
