I refer to the Australian Bureau of Statistics (ABS) release 4519- Recorded Crime- Offenders 2013-14 specifically explanatory note 60 which outlines that Western Australian Police cannot provide statistics for the number of times an offender is proceeded against by police, and I ask: (a) why are Western Australian Police unable to provide those statistics to the ABS; (b) what efforts have been made to ensure that Western Australian can provide this statistic; (c) does Western Australian Police have an alternative statistic or measure concerning repeat offenders and if so, what is it; (d) if no to (c), why not; and (e) does Western Australian Police intend to rectify this situation?

WA Police utilises the Incident Management System (IMS), which provides a single point of reference for the recording and access of information about incidents of interest, and the BriefCase system, which provides a standardised brief preparation system by a current legal reference system.
Data was sourced from both of these systems to respond to the ABS release, 4519 -
Recorded Crime - Offenders 2013-14.
These systems are separate and record different aspects of the law enforcement process. WA Police will continue to work with the ABS on the "Measuring Recidivism Project" currently being undertaken by the National Crime Statistics Unit to investigate options for measuring recidivism across the criminal justice sector.
