Attorney General representing the Minister for Corrective Services :
I refer to the broadcast issued on 4
July by the Commissioner of Corrective Services, which stated that Social
Ventures Australia has been engaged to assess the potential use of social
impact bonds by the department.
(1) Was Social Ventures Australia engaged without going
through a tender process; and, if so, why?
(2) What is the value of the department's contract
with Social Ventures Australia?
(3) What is the scope of the department's contract
with Social Ventures Australia?

On behalf of the Minister for
Corrective Services, I thank the honourable member for some notice of this
question.
(1) Social
Ventures Australia was engaged under exemptions from the State Supply
Commission on the basis that only one service provider exists with experience
in debt and equity impact investing in the corrections and youth justice areas.
(2) An amount of
$41 250, inclusive of GST.
(3) SVA will
provide consultancy services to the Department of Corrective Services in order
to assess the potential for a social impact bond to reduce reoffending in
Western Australia. SVA, with key government stakeholders, will develop a
concept paper for discussion to enable a decision to be made about whether to
progress with social impact bond development.
