Hon. Stephen Dawson questions the process of allocating funds for the Hardship Utility Grant Scheme, specifically whether funding drives grant allocation or need drives funding. The answer clarifies that utilities assess need based on their policies, and the total funding is determined annually through the budget process.

HARDSHIP UTILITY GRANT SCHEME — APPROVED GRANTS
1355. Hon STEPHEN DAWSON to the
parliamentary secretary representing the Minister for Child Protection:
I refer to information provided in
answer to pre-estimates hearing questions regarding the hardship utility grant
scheme, showing that the total number of approved grants had dropped from 24 931
in 2013–14, to 19 986 in 2015–16. Are utility providers advised
of the level of funding allocated to them in a year and then they allocate
funding against that budgeted amount, or do utilities determine the level of
need and then funding is allocated according to that need?

I thank the honourable member for
some notice of the question.
Grant applications are assessed
based on need by the utility providers, according to their financial hardship
policy criteria. The total allocated funding for the hardship utility grant
scheme is determined annually through the budget process.
