I refer to the Skuthorpe Horticultural Area near Broome and the expression of interest process through which a single venture was chosen to develop the 12 available lots totalling around 682 hectares in size, and I ask: (a) what are the names of all persons involved in the assessment process; (b) which agency or entity did each person represent; (c) what was the technical or professional expertise of each member of the assessment panel; (d) was any outside, independent technical or professional assessment sought of the viability or suitability of the various expressions of interest; (e) if yes to (d), who provided those independent assessments; (f) if no to (d), why not; (g) through what model or process were applicants ranked; (h) how did the successful applicant meet the requirements of the model or process used to assess and rank the applicants; (i) is the Minister aware of any discussions between the Shire of Broome and the successful venture prior to the EOI process concluding; (j) what is the name of the probity auditor who signed off on the decision; (k) on what date did the probity auditor sign off on the decision; (l) on what date did the decision receive Ministerial approval; and (m) on what basis did the Minister consider that the decision reflects a commitment to diversity in agricultural productivity?

(a) The members of the Advisory Panel included Jackie Farmer as chairperson, Simon Skevington, Vicki McAllister, Renee Zuks and Ron Johnston.
(b) The Evaluation Panel comprised of representatives from the Department of Lands, the Department of Water, the Department of Agriculture and Food, the Department of Regional Development and the Shire of Broome respectively.
(c) Each representative was recommended by a senior executive in their respective agency as having the required expertise relating to their agency’s area of responsibility.
(d) No

(f) The range of expertise available within the Panel was considered to be high level and broad enough to allow a detailed evaluation of all proposals to take place.
(g) By strict adherence to the Evaluation Criteria as detailed in the EOI document provided to the applicants.
(h) The panel evaluation ranked the successful applicant highest against the qualitative evaluation criteria.
(i) I am not aware of any discussions between the Shire of Broome and the successful applicant during the evaluation process.
