I refer to page 810 of the 2012-13 Budget papers regarding funding for the Environmental Community Grants Program and the plan to increase the engagement with the community, as referred to in 'Significant Issues Affecting the Agency' on page 819 of the 2012-13 Budget papers, and I ask —
(1) Why is there a decrease in the funding for this program from $1,580,000 in 2011-12 to $1,530,000 for 2012-13?
(2) Why has the Low Emissions Energy Development Fund been allocated $11,993,000 for 2012-13 when the 2011-12 actual spending was $1,140,000?

(1) The funding allocated under the four-year Environmental Community Grants program is $1.53 million each year. However, some grant recipients were unable to undertake all or part of the projects for which they were funded prior to 2011/12, and monies returned boosted that year's total to $1.58 million. The forecast total of $1.53 million for 2012/13 has subsequently been increased in the same way and the Minister for Environment announced on 2 August 2012 that $1.6 million had been allocated in grants for the year.
(2) The increased allocation for 2012/13 rescheduled payments was a result of milestone changes and the date of decisions for the Low Emissions Energy Development Fund Round 4 funding in June 2012. The 2012/13 allocation incorporates anticipated expenditure for Round 4 projects, as well as the forecast project milestones from previous funding rounds. Changes in payment schedules are a common feature of programs which fund innovative technologies.
