(1) The increased expenditure in 2008-2009 was due largely to the increased cost of office accommodation rental and the increased cost for the provision of vehicle parking bays
(2) The increased expenditure in 2008-2009 was to cover the additional costs of implementing compulsory Year 12 examinations.
