I refer to question without notice 742 asked on 12 August
2014 and to the minister's comments in the other place on 21 May 2014.
(1) As the
minister gave an undertaking to continue to publicly consult as the water
resources legislation is developed, when can we expect a response paper to the
2013 position paper and a draft bill to be available for public comment?
(2) Why have submissions
to the 2013 position paper not been published on the Department of Water's
website?
(3) The
Victorian government has consulted widely to develop and table the Water Bill
2014 in Parliament in just two years, so why has this government been unable to
achieve this in six years?

absent on urgent parliamentary business, I thank the honourable member for some
notice of the question.
(1) A response
paper will be released by the end of the year. It is not the minister's
intention to release a draft bill.
(2) The
response paper will provide a list of all respondents and issues raised during
the consultation process. We will seek the permission of the respondents to make
them public.
(3) Recent
years have seen significant reforms to Western Australia's water
legislation. The Water Services Act 2012 implemented wideranging reforms in
water supply, sewerage and drainage legislation. The Liberal–National
government is carefully considering further reforms to Western Australia's
policy and water legislation framework.
