I refer to the answer to question without notice 797 on 3 April 2003 and ask - (1) What committees or working groups have been established to consider the Government’s proposal to introduce a water users’ charge for the use of bore water in Western Australia? (2) Do these committees or working groups include representatives from the mining and horticultural industries; and, if so, who are these representatives? The Minister for the Environment and Heritage provided the following response on 30 April - (1) In line with the state water strategy of Western Australia released by the Premier in February 2003, the Water and Rivers Commission has established the water resource management - WRM - charges stakeholder reference group to consult with water users on the applicability of implementing a water resource management charge for ground and surface water. Group members have been individually briefed on two occasions and the WRM charges stakeholder reference group convened on 17 and 26 March 2003, with the next meeting scheduled for 13 May 2003. (2) The WRM charges stakeholder reference group comprises 16 key stakeholders at peak water user representation level. The mining industry is represented by the Chamber of Minerals and Energy of Western Australia, the Association of Mining and Exploration Companies and the Western Australian Chamber of Commerce and Industry. The horticulture industry is represented by the Potato Growers Association of WA, the Western Australian Vegetable Growers Association, the Western Australian Fruit Growers Association and the Western Australian Wine Industry Association. In addition to these representatives, the group also includes the following; the Western Australian Local Government Association, the Water Corporation, the Western Australian Farmers Federation, the Pastoralists and Graziers Association, AqWest - Bunbury Water Board, Busselton Water Board, Harvey Water, Ord Irrigation Cooperative, the Conservation Council of Western Australia, and the Waterside Workers Federation Australia.
