I refer to the Nicholson Road/ Garden Street Separation, and I ask: (a) when
is it anticipated Western Power will complete its service relocation works
related to this project; (b) were these service works originally planned to have been finished in
2023: (i) if
yes to (b), what caused this delay; (c) when
will the expression of interest for tenders be announced; (d) what
will be the length of the tender process; (e) According to responses in Senate Budget Estimates (12 February 2024),
this project will commence construction in January 2025. Does the Western
Australian Government agree with this commencement date: (i) if no to (e),
when does the Western Australian Government anticipate this project to
commence construction; (f) does
the Western Australian Government still anticipate that its contribution to the
project (50%) will be $40 million; (g) has the Western Australian Government had any formal or informal
discussions with the Commonwealth government about the need for a cost
variation for this project; (h) when does the Western Australian Government intend to have the design
concept for this project finalised and submitted to the Commonwealth Government: (i) in relation to (h), will it be in the

(a)–(h) The State and Federal Labor Governments have allocated $80 million to build a flyover at the intersection of Nicholson Road, Garden Street and Yale Road and are working together to deliver the project as soon as possible.
The need for more extensive service relocations, including the undergrounding of Western Power transmission lines, was identified during design investigations. Design work on this is currently underway.
Public consultation on this project will commence shortly and procurement for the main contract will commence later this year. Early works are expected to get underway later this year and a concept design is expected to be finalised in the second half of 2024. Following this, the total project cost will be confirmed.
(i) Crash data for 2023 indicates a total of 47 crashes recorded at the intersection: comprising two serious (hospital) injury crashes, three medical crashes and 42 property damage only crashes.
