CALM’S TREE PLANTING OPERATIONS, CONTRACTING OUT
I refer to the minister’s answer to my question on Thursday, 16 May with regard to regeneration work. He has stated that it is premature for people to be concerned about the possible loss of income. (1) Is the minister aware that Department of Conservation and Land Management employees are nonetheless concerned? (2) Is the minister aware that one of the major problems in the south west is the lack of certainty about the future? (3) Can the minister appreciate that this is adding a further element of uncertainty? (4) Is there anything the minister can do to bring some certainty or reassurance to the area? (5) In particular, can the minister indicate - (a) whether some preference can be given where labour is to be supplied from persons already residing in the south west; and (b) whether the decision making process can be brought forward? (6) Was it essential to make the change at this time? Hon KIM CHANCE

(1) Forest Products Commission and Department of Conservation and Land Management staff have met to address concerns raised regarding the process. (2)-(3) As stated in my previous reply, certainty is required in the restructured karri industry. Ensuring competitive rates for karri regeneration work will assist in providing certainty. (4) Ensuring the price of karri sawlogs reflects reasonable and competitive costs of regeneration will provide longer term certainty. The tender process also provides the opportunity for timber industry workers to participate in this work. This has given a greater number of timber industry personnel scope for full employment. CALM workers will remain in full employment doing this type of work, as well as new work created through the creation of new national parks. (5) (a)-(b) Preference for local labour will be considered in the tender process which is due for completion in the next fortnight. (6) The timing of the tender is necessary to allow the winter planting program to commence next month.
