I refer to youth justice, and I ask: (a) how many major riots or incidents, defined as an incident where more than three detainees have escaped their cells, have occurred at Banksia Hill Detention Centre since 2013; and (b) if data back to 2013 is not able to be provided, could the Minister please provide the number of major incidents back to the earliest year where data is available?

Please Note: The Department’s offender management system does not record incidents in a way that allows extraction and statistical reporting based on whether detainees escaped their cell. Since August 2020, “major riots or incidents” have been recorded using a “major disturbance” category.
a) It is not possible to provide reliable data covering the requested period as the recording of major disturbances has undergone numerous changes and enhancements over that time.
b) Between 1 August 2020 and 6 June 2023 there were six major disturbances involving more than three young people.
