I refer to the review of the
Western Australian College of Teaching (WACOT) Act 2004
, released in June 2010, and to my question without notice No. 789 of October 2010, and ask -
(1) Has the review now been considered by Cabinet?
(2) Does the Minister intend to progress legislative reform of the WACOT Act?
(3) If yes to (2), will the Minister conduct consultation with stakeholders prior to any amendments being proposed?
(4) If yes to (2), which stakeholders will be consulted?
(5) What is the intended timeframe of any consultation process?
(6) What is the intended timeframe of any amendments coming before parliament?

(1) Yes.
(2) Yes.
(3) The requisite bill is to be based on the findings of the review which, in turn, was based on extensive consultation. The Department of Education Services has conducted further consultation on particular matters related to possible legislative change.
(4) Consultations undertaken for the purposes of the review are detailed in the report of the review. Further consultations have occurred with: the Chair and Director of the College of Teaching, the State Administrative Tribunal, the Department of Education, the Public Service Commission, the Catholic Education Office, the Association of Independent Schools (WA), and the Department for Child Protection.
(5) Further consultations may occur, as and when required, during the preparation of the bill.
(6) The aim is to introduce a bill during the Spring session this year.
