I refer to government housing programs, and I ask: (a) what was the approximate average cost to the State Budget per home delivered in the 2023-24 financial year to date for: (i) Government Regional Officer Housing (GROH) house spot purchases; (ii) GROH builds; (iii) public housing builds; (iv) public housing purchases; (v) community housing builds; and (vi) community housing purchase; and (b) how does the Department of Communities judge cost per unit delivered, in terms any criteria, for value for money?

(a) (i-vi) The cost to build or spot purchase a dwelling is highly dependent on several factors including the location, build type, size, specifications, and site work costs due to land topography. All construction methodologies remain subject to material and labour supply constraints.
(b) The Achieve Value for Money procurement guideline assists State agencies buying goods, services, Community Services and works. Cost is addressed by the Department of Communities internal quantity surveyors and external consultant quantity surveyors, taking into account contemporary industry trends and market conditions, including the availability of local resources, historical and actual contracts/values, and utilising a variety of information sources including building indexes.
