I have a supplementary question. Is it not true that vehicles
are brought in under the specialist and enthusiast vehicle scheme so that they
do not have to comply with those standards, which is why people bring them in
under that scheme?

No, that is not true in this circumstance. I was advised that
one of the primary reasons they came in under this code was that they were a
London-style cab. That code has different standards compared with other codes.
There are many categories under which a vehicle can be brought into Australia,
but irrespective of the category, the vehicles must still meet the road safety
standards.
