I refer to the media statements by the minister on 17 September 2003 regarding a new proposal for an “eco-city” and inland marina at Breton Bay. Given that the so-called community consultations for the Gingin coast structure plan under the previous Government were based on a heavy industry development and a deepwater port at Breton Bay and a number of related non-negotiable elements including substantial residential developments at Lancelin and Moore River south, I ask - (1) Where is the latest draft of the Gingin coast structure plan? (2) Does the minister agree that, given that the basic rationale behind those major residential developments has been removed, the local community has a legitimate expectation that the current Government will go back to it to discuss any new or existing proposals within a regional planning context? (3) Will the minister explain how the proposals coming out of dialogue in the city to limit the Perth urban sprawl can be reconciled with major residential development proposals north of Perth including in Breton Bay, Moore River and Lancelin? (1)-(3) Both the Minister for Planning and Infrastructure and the Western Australian Planning Commission have approved the draft of the Gingin coast structure plan. The document is currently being amended to correspond with the minister’s decision and will then be printed. It is due for release in the next month and will be available for public comment for 120 days.
