(a) in particular, what arrangements are in place to ensure that the concerts do not adversely affect the amenities of Kings Park and the enjoyment of these facilities by the general public?
(2) How many concerts are approved for the current financial and calendar year and how many are permitted?
(3) How many promoters are involved in holding the concerts in Kings Park; and
(a) how were they selected and for how long are they in place;
(b) if there was a public tender process for the promoters, when was it and what were the criteria;
(c) who made the decision; and
(i) if it was by panel, who was on the panel;
(d) was the final decision made by the Kings Park Board or the Minister; and
(e) if there was no formal process, why not?

(1) - (a) Outdoor concerts in Kings Park are held under license agreements with approved event organisers via a a publicly advertised Request for Proposals process. All concerts are held in accordance with contract conditions and under approved  management plans to ensure minimal impact on the amenities of Kings Park.
(2) Thirteen concerts are approved for the 2010/11 financial year. Five concerts are currently approved for the 2011 calendar year. The number of concerts permitted in any one concert season is not formally defined, however the maximum number of concerts held in any one season (which runs from 1 November to 30 April) to date is 13.
(3) Currently four event organisers have license agreements to hold concerts in Kings Park.
(a) The event organisers were selected based on an assessment against the selection criteria  outlined in the public Request for Proposal process.
License agreements were issued in 2006 for a period of three years, with possible extension at BGPA discretion for a period of two years. In December 2010, the BGPA Board of Management approved the offer of a one year contract to the four promoters / event organisers who hold license agreements until 30 April 2012.
(b) The BGPA last advertised a public Request for Proposal process on 13 July 2005 and the criteria for selection included Suitability of proposed event/program, Demonstrated expertise in providing similar events elsewhere, Methodology for delivering events, Nature of equipment and other facilities to be provided, Maximising financial return/minimising administrative costs for BGPA, Promoter's financial viability, risk profile and staff stability, Compliance with
Events and Noise Management Guidelines,
BGPA specifications and other relevant WA Government supply policies and Customer Service Philosophy and approach.
(c) The Chief Executive Officer of the BGPA.
(i) An internal panel comprising the BGPA's Manager of Visitor Services and the Director of Business and Visitor Services assessed the submissions sent in response to the 2005 public Expression of Interest process against the criteria. The panel made recommendations to the Chief Executive Officer of the BGPA, who then made the final decision.
(d) The decision to approve the initial contracts expiring April 2011 was made by the Chief Executive Officer in accordance with the BGPA Board of Management's annually reviewed "Delegation of Authority and Board Reporting Requirements".
