WA Land Authority (LandCorp)
The Minister for Planning and Infrastructure has provided the following response:
(a) At the time this consultancy was engaged, the directors of Glenwood Nominees Pty Ltd, trading as Welker Environmental Consultancy, were Charlie and Valerie Welker.
(b) Two contracts were awarded as per the report tabled. Both contracts were under the value of $10,000. LandCorp’s procurement requirements for land development projects require only one quotation for this value of work.
(c) Only one bid was made on each of these occasions as per LandCorp’s procurement requirements.
(d) The officers who reviewed and accepted the two quotations were John Silla, Senior Project Manager and Steve Wiencke, Business Manager from the Operations Division of LandCorp. LandCorp’s procedures do not require a broader selection panel to be established for the value of these contracts.
