I refer to your response to Question Without Notice C323 in relation to the establishment of a Governance and Leadership Development Program with the use of Royalties for Regions funds that have been allocated to the Department of Indigenous Affairs (DAA) and ask: (a) has the business case for the Program been finalised; (b) if no to (a), when will it be finalised; (c) are funds still available in the current financial year for this Program; (d) will the Minister guarantee that these funds will remain available for this purpose; (e) have any tangible and/or minuted discussions been held between the DAA and the Kimberley Land Council, Kimberley Language Resource Centre or Kimberley Aboriginal Law and Culture Centre in relation to this matter since the combined annual general meeting held in September 2010 at Milba Community; (f) if yes to (e), when did these discussions occur; (g) if no to (e), why not; and (h) what criteria does the Minister believe need to be met by the business case in order for it to be considered “acceptable”?

onsultation at the development stage of the Governance and Leadership Development Program was conducted with a number of Indigenous organisations including the Kimberley Land Council, Pilbara Native Title Service,
Kimberley Aboriginal Law and Culture Corporation, Kimberley Language Resource Centre, attendees of the Pilbara Futures Forum, Native Title Prescribed Body Corporates and Native Title Claimant Groups.

Detailed project cost estimates

Project viability including sources of future sustainability, operational costs and revenues where applicable

Other considerations as appropriate including but not limited to any required approvals, unfair competition for industry, local
content (including buy local principles) and an appropriate level of endorsement.
