I refer to the end of funding for the six stage two Community Action Plans (CAP) for suicide prevention in the Kimberley in June 2014, and the Minister’s statement in January this year that the programs would be reviewed by March 2014 to guide ongoing funding, and ask: (a) have either of the following evaluations been completed: (i) Edith Cowan University independent evaluation of the CAPs and Agency Plans effectiveness; and (ii) Ministerial Council for Suicide Prevention; (b) if no to either in (a), why not; (c) if yes to either in (a), will the Minister please table the review; (d) are all six CAPs having their funding continued in 2014–2015; (e) if yes to (d) how much is each CAP receiving in 2014–2015; and (f) if no to (d), which CAPs will not be continuing in 2014–2015, and what are they being replaced with?

(a) An evaluation of community action plans (CAPs) by Edith Cowan University is being finalised and will inform the next multi-year Strategy, which is currently being developed with oversight by the Ministerial Council for Suicide Prevention (MCSP). Recommendations from the State Ombudsman's investigation into youth suicide and the Auditor General's report on the Strategy implementation will be considered as part of the overall Strategy review by the MCSP. They will inform future planning to improve governance, effectiveness and coordinated responses for at-risk groups

(c) The reviews are still being finalised.
(d) Funding for CAPs at Fitzroy Crossing, Halls Creek, Djarindjiin and Beagle Bay expired 30 June 2014. Funding for Ardyaloon and Kununurra CAPs has been extended to 30 September 2014.  Communities in the Kimberley region have also recently received small grants to support suicide prevention. These include:
· Shire of Derby West Kimberley
· Garnduwa Amboorny Wirnan
· Kurungal Council Local Drug Action Group
(e) Not Applicable.
(f) Since 2009 the State Government has invested $21 million in the Western Australian Suicide Prevention Strategy (Strategy), including $2.5 million for six CAPs (stage 1 and 2) and suicide prevention training in the Kimberley. This includes $3 million in 2014/15, which includes community grants of up to $10,000 to support local suicide prevention projects to build community awareness and strengthen resilience; evidence-based mental health and suicide prevention training across Western Australia for around 600 people in local communities; and strategic partnerships with the West Australian Football Commission and Netball Association to promote universal suicide prevention awareness.
