ROYAL PERTH HOSPITAL — REDEVELOPMENT
348. Mr R.H. COOK to the Minister for
Health:
I refer to the budget, which shows
that the redevelopment of Royal Perth Hospital has been cancelled, other than
some planning cash. I also refer to the comments made by the Minister for
Health in May 2012, when he said that in the government's second term,
it would address what it was going to do with Royal Perth Hospital. He said
that he had made it quite clear that his preference was for the new west wing
but that nevertheless, whatever the outcome, it was going to happen in the
government's second term. Can the minister confirm that the hospital
redevelopment will now not take place at any time during this term of office?

All the comments referred to by the
member are true, and members will recall that we had in the budget some $180 million
for a major redevelopment of Royal Perth Hospital. That amount was removed from
this year's budget and replaced with, I think, $10 million for
redevelopment. In working out what needed to be done at Royal Perth Hospital as
part of that commitment for the second term—I remind members that the
second term is not yet finished and that we are only one year into it—we
made an estimate, as often happens. I will just remind the member for Kwinana
of his estimate for the Fiona Stanley Hospital, which I think in its first
iteration was $460 million and ended up being $1.7 billion.

R.H. Cook : But it was always in the forward estimates.

K.D. HAMES : But it was in the forward estimates for $400-and-something
million! Then it grew to $800 million. Talk about cost overruns for us at Fiona
Stanley! It went from $400-and-something million up to $1.7 billion! Mr
Speaker, I will get back to the question before you bring me back to it.

K.D. HAMES : The $10 million is there for the detailed planning and costing
of what needs to be done. The original amount was an estimate, and various
proposals have been put forward about what we need to do. We put that now with
major works, and major works has been doing the development of the children —

K.D. HAMES : The member should listen for a second. The major works program,
which is doing the work for the Princess Margaret Hospital, having done it for
Fiona Stanley, is now looking at what the exact options are and what the costs
will be of that redevelopment. I am very hopeful that I will have persuasive
power, and once we know those exact costs of that redevelopment, I will be able
to convince people to get back on, get it in the budget and get that work
started before the next election.
