With regard to Budget Estimates 2003-04 one of the Office of Water Regulation’s major initiatives for 2003-04 (Output 1 - Water Service Operating Licences) is to establish a task-force ‘to review debt recovery practices in the utility industries and make recommendations in respect to debt recovery practices within the water industry’ (p602, Budget Paper No. 2) -
(1) How much has been budgeted in 2003-04 for this task-force?
(2) What time-line for the review and reporting functions of the task-force has been set?
(3) Will the task-force be considering models of debt recovery practices from the eastern states and/or overseas?
(4) If yes to (3), please provide details?

(1) No specific budget allocation has been made at this stage. The Social Policy Unit of the Department of Premier and Cabinet is coordinating a review of debt recovery across a range of government agencies and the extent and budget allocation of the water industry review will depend on the scope of the Social Policy Unit review.
(2) Substantial progress expected to be made by the end of the financial year.
(3) The terms of reference are yet to be finalised
