I refer to the minister’s statement to the House yesterday when she said that the Valuer General’s valuation report for the acquisition of buildings and compensating leaseholders in the commercial precinct at William and Wellington Streets was dated 27 November 2001. (1) At the time the valuation was conducted, was the rail planned to go directly under William Street or under the 13 major central business district buildings in the master plan? (2) If it was done at a time when the rail was to go directly under William Street, has the minister instructed the Valuer General to undertake a new valuation in the light of the change of route? (3) If not, why not? (4) Given that the effect on the buildings is different as a result of the change of route - in fact, a greater number of buildings are affected - when will the minister revise upwards her compensation figure of $40 million? (5) The minister’s plan of the week, as reported by her department, seems to be that she will alter the route again so that only half of the Myer building will need to be demolished. Can she please advise when she will stop changing her mind and settle on a final plan for the route of the city rail development? Ms A.J. MacTIERNAN

(1)-(5) The Maxi-meter has blown a gasket. Members may recall that the Maxi-meter is the barometer of the bizarre and extravagant claims made by the Leader of the National Party in relation to this project. The Maxi-meter today has certainly gone through the roof, claiming that there will be $70 million worth of compensation. The vast majority of the leases are short-term leases. Mr M.W. Trenorden: Five years and four years? Ms A.J. MacTIERNAN: The Leader of the National Party needs to get across the detail. Mr M.W. Trenorden: I have been there, you have not. Ms A.J. MacTIERNAN: In his Maxi-release today, the Leader of the National Party quotes one proprietor, whose name I will not read, as having an eight year lease. We are advised by the owner of the site that it is a six month rolling lease, which needs to be rolled over with the approval of the owner of the property. The reason is that the site has been recognised as a development site for many years. The King Kong Sales site has been recognised as a development site. Consequently, the vast majority of those leases have been very short-term propositions. The other extraordinary proposition that is being put around by the Leader of the National Party today is that people will have only 12 weeks notice. We wrote to all the leaseholders explaining to them that we would not be requiring those premises until June 2003. I know that mister 24 per cent is not so good on the numbers, so I will help him out; it means the date is nine months away, not 12 weeks away. The assessment of $40 million - Mr M.W. Trenorden interjected. Ms A.J. MacTIERNAN: The Maxi-meter is going off. Mr M.W. Trenorden interjected. The SPEAKER: Members! Leader of the National Party. Ms A.J. MacTIERNAN: I am fascinated that the National Party has really hit its straps here and its leader has decided that his party is a central business district based party and it will put all its efforts into supposedly protecting the CBD. The Leader of the National Party needs to read a few documents about the city strategy. The site has been recognised for many years as a development site. It is true that as we are refining the engineering works, we are now realising that we may need to acquire all those buildings. Mr M.W. Trenorden interjected. Ms A.J. MacTIERNAN: No, it is not a new plan; it is how we achieve the current plan to develop the rail line. This is interesting stuff. In an engineering sense - obviously we will work through this issue with the owners of the sites - it may be possible that we will need to acquire only half of that site rather than, as had originally been thought, the whole of that site. It is possible that the total value of the land involved will be only $15 million, not $40 million.
