I refer to the West Australian Medically Retired Police Redress Scheme and I ask: (a) how many applications were received; (b) how many applications were approved; (c) how many applications were declined; (d) how many applications are still under assessment or review; (e) what is the average payment that has been made; (f) what is the average payment that has been made to medically retired male officers and also to medically retired female officers; (g) how many of the applicants to the scheme were: (i) male; and (ii) female; (h) how many payments have been made and the total cost to date; (i) what has been the costs to date of operating the scheme; (j) what has been the remuneration to date of each panel member; (k) did a member of the panel have a medical qualification that would have assisted the panel in making an assessment of an application; (l) if no to (k), how was the panel assisted in this regard; (m) did the panel have access to or acquire independent medical advice from a period post the employment of officers; (n) were guidelines or criteria established to guide panel members and applicant; (o) if yes to (n), how were these made available to applicants and please table a copy; (p) how many of the scheme applicants requested a review of their case; and (q) of those that sought a review how many resulted in a different outcome than was first proposed by the panel?

The Western Australia Police Force advise:
(a)        366

(e)        As an Offer Review process is currently being conducted, a final average payment cannot be provided at this time.
(f)        Please refer to the response at question (e).
(g)        (i)   328 male applicants; and
(ii)  38 female applicants.
(h)        250 payments have been made as at 25 February 2020 totalling $15,547,000.
(i)         The costs of operating the Scheme including remuneration for the Independent Assessment Panel (IAP) as at 25 February 2020 is $438,102.
(j)         Remuneration of IAP members as at 25 February 2020 is Dr Karl O’Callaghan – $28,712; Ms Susan Barrera – $29,221; and Ms Lilly Cvijic – $40,425.
(k)-(m) The IAP members are Dr Karl O’Callaghan, former Western Australian Police Commissioner, Ms Susan Barera, former Director General of the Department of Communities and with significant experience in previous redress schemes and Ms Lilly Cvijic, a former Western Australian serving police officer. The IAP was provided with de-identified information, including information obtained from the medical files of the Applicant. Applicants were given the opportunity to provide any additional medical information. Information provided to the IAP was sourced from the Applicant’s Health and Welfare Medical file, which contained medical and specialist reports, information supplied by the Applicant and analysis thereof.

(o)        The WA medically retired Police Redress Scheme Application Form noted the five criteria required to be eligible for the Scheme (please refer to tabled paper). A WA medically retired Police Redress Scheme Website was also established at www.wamrpoliceredress.wa.gov.au which included information on eligibility criteria, frequently asked questions, the application process and review process.
(p)        There have been two review periods during the Scheme: The first review period enabled applicants assessed as ineligible to the Scheme to request a review; a total of 57 reviews were submitted. The second review period for eligible applicants post offers being made is currently underway; A total of 15 reviews were submitted.
(q)        In the first review period, 13 of the original decisions were overturned. The second review period is currently being conducted.
