I refer to Rosedale Lodge, a private psychiatric hostel in
Guildford.
(1) Does the minister intend to
close this facility?
(2) If yes to (1), when?
(3) What will
happen to the residents of Rosedale Lodge if the hostel is closed?
(4) Will the
minister undertake to meet with Mr David Wortley, the licensee of Rosedale
Lodge, to discuss this issue?

No. The closure of any facility is a consequence of the licence holder not
achieving compliance. My interest is in the safety and wellbeing of the
residents of Rosedale Lodge. The facility has been licensed with the current
licence holder since 2005. Prior to 31 December 2011, the licences were issued
annually, that being from 1 January to 31 December. The licence holder was
advised on 25 May 2011 that he had failed to meet requirements, and the
Department of Health has been working with the licence holder for the past 17
months to achieve compliance.
On 1 January 2012, the licence holder
was granted a restricted licence to 31 March 2012. The conditions of this
restricted licence remained outstanding, and on l April 2012 a further
restricted licence was granted subject to compliance with four conditions being
met within the required time frame of 31 July 2012. Three of the four
conditions were not met in this time frame. On 31 August, the Director General
of the Department of Health reissued the licence with further restrictions, and
extended the time allowed for compliance to Wednesday, 19 September 2012.
Following a discussion between the licence holder and the Department of Health,
the licence was once again extended by one week until 27 September 2012 to
satisfy the Department of Health that all outstanding requirements have been
met.
The licence holder has had over 17
months to comply with the conditions of the licence. I cannot condone a
facility continuing to operate when it has a significant history of
noncompliance with licence conditions, and I will support the Department of
Health in any decision it makes with regard to the continued operation of this
facility.
The North Metropolitan Health
Service adult program has established a team to carefully manage the relocation
of residents to alternative accommodation in the event of closure. The team is
headed by Dr Nathan Gibson, with representatives from the Mental Health
Commission, the Disability Services Commission and the Council of Official
Visitors.
Further, I am advised that the North
Metropolitan Health Service mental health hostel outreach support team has been
liaising with residents, families and carers.
