government RESOURCING — MINOR PARTIES AND INDEPENDENTS — Corruption and Crime Commission
I refer to the Premier’s defence against allegations of serious misconduct that in one meeting he had two separate parallel conversations with the member for Fremantle. I refer also to a Corruption and Crime Commission opinion in another case in which someone essentially made the same claim. I quote from that opinion — In short, his purpose was to obtain a personal or financial benefit for himself out of the purported exercise of his Ministerial power. It is hardly surprising he did not expressly put it in those terms—the process was much more subtle than that. (1) Has the Premier read the CCC report published in 2008 into the actions of Mr Tony McRae, and in particular paragraph 59, which I have just quoted; and can the Premier explain how his discussion with the member for Fremantle, which gave rise to the staff-for-votes deal, is any different? (2) What is the Premier’s motive for deflecting the CCC from its vital role in dealing with corruption and misconduct by public officers? Mr C.J. BARNETT

(1)–(2) I would just like to be clear on one thing. The Leader of the Opposition started his question with a reference. Would he read out the first part again for me? Mr E.S. Ripper : I referred to the Premier’s defence against allegations of serious misconduct that in one meeting he had two separate parallel conversations with the member for Fremantle. Mr C.J. BARNETT : Can the Leader of the Opposition tell me who is making the allegation of serious misconduct? Mr E.S. Ripper : I have referred the matter to the CCC. Mr C.J. BARNETT : Who is making the allegation? Mr E.S. Ripper : I have made the allegation. Mr C.J. BARNETT : Okay. So let me be quite clear. The Leader of the Opposition has made an allegation of serious misconduct. Mr E.S. Ripper : Yes. Mr C.J. BARNETT : And the Leader of the Opposition has made one of corruption, has he? Mr M.P. Whitely : Nothing worse than you’ve done to Tony McRae. Mr C.J. BARNETT : Okay. I just want to be very clear, and I think the people of Western Australia need to be very clear, that the Leader of the Opposition has accused the Premier — Mr E.S. Ripper : I think the people are very clear. They have been reading the paper and watching the television. Mr C.J. BARNETT : No; no skating around. I just want to place it very clearly that the Leader of the Opposition, Hon Eric Ripper, has made an allegation against the Premier of Western Australia of serious misconduct and interjected by allegations of corruption. I just want to know where he stands; okay. That is the Leader of the Opposition’s position? Mr E.S. Ripper : That’s my position. I’ve referred it to the CCC. Mr C.J. BARNETT : Okay; that is fine. Mr E.S. Ripper : Why should I be ashamed of that position? Why should I be at all uncomfortable with that position? Several members interjected. Mr C.J. BARNETT : I just want to know where the Leader of the Opposition’s position is on this. I have explained this matter at length. Have I read the report into the matter relating to Tony McRae? Yes, at the time I would have read it. Have I re-read it? No. Will I re-read it? No.
