I thank the member for the question. We are all aware of the member’s longstanding commitment to upgrading the standards and quality of Kalgoorlie Regional Hospital. I am sure that his constituents, as well as the constituents of the member for Eyre, must be extremely pleased not only that this government was elected, but also at the results of our first year in government, and that, finally, after seven and a half years of promises from the former government the construction of that hospital is well underway. Not only that, but all of those forward works that we so happily announced together in Kalgoorlie have been started, partly funded by government and partly by royalties for regions, which allowed us to get on with the job of doing what was promised for so many years—constructing that hospital. The total project worth $55.8 million, including $15.8 million from royalties for regions, is now progressing very well. All of the forward works have been done, including a lot of stuff to do with generators, sewage control, pumping stations, and stormwater drains. We are now very advanced and ready to start the major component of the construction, which includes a palliative care section. All of that is ready to commence next week. That shows what this government has been able to do in its first year. All of the commitments and promises made prior to the last election by my government, certainly in health, have been undertaken. Mr M. McGowan : Your government? I thought it was the Premier’s government. Dr K.D. HAMES : Our government! The constituency of the member for Albany also must be pretty pleased with this government because they have been able to see the rapid progress that has been made in getting ready for the Albany hospital to be built, according to our commitment that it will be built in the first term of this government. That project is on schedule and I am very confident that it will be built within the time period we put forward. That adds to all those other things we have done in health in the first year in government, including funding for the patient assisted travel scheme, palliative care services, and the Royal Flying Doctor Service — Several members interjected. Dr K.D. HAMES : I am being given some advice from the backbenchers about the extra services! There are so many things this government has done, including the Friend in Need—Emergency Scheme, which provides funding for Silver Chain. We also introduced the four-hour rule program; there have been a very large number of things introduced. We have of course made a commitment to improve infrastructure, bringing forward the Princess Margaret Hospital for Children commitment, in conjunction with our friends the commonwealth, and we are building Midland hospital and transferring the Shenton Park services to the Fiona Stanley Hospital site. During its first year in power this government has been extremely busy in the area of health. Several members interjected. The SPEAKER : Order, members! Dr K.D. HAMES : We are looking to demonstrating, during our first term of government, that we are a can-do government that gets on with doing things that it commits to and ensuring that they happen. Point of Order Mr M. McGOWAN : I waited until the conclusion of the minister’s answer, but at the conclusion of the previous answer, the minister indicated that he would be providing the Speaker with a document on which the Speaker would make a ruling. Several members interjected. The SPEAKER : Order, members. The member for Rockingham has the call. Mr M. McGOWAN : I was hoping that I might get some advice from Mr Speaker as to at what point in time he will be providing a ruling on the document that the minister has now put back under his file. The SPEAKER : Member for Rockingham, I certainly indicate to this house that the document will be tabled within the next couple of hours. It certainly will be.

Several members interjected.
