PERTH STADIUM — PRE-OPERATING COSTS

representing the Minister for Sport and Recreation:
I refer to the expenditure of $886 000
in 2015–16, $6.4 million in 2016–17 and $5.9 million in 2017–18
for pre‑operating costs for the stadium as outlined on page 680 of the
state budget.
(1) Can the
minister provide a breakdown of this expenditure, including what activities and
functions will be funded from this allocation?
(2) Will any of
this funding be paid to the stadium operator; and, if so, how much will flow to
the operator each year?
(3) Will any of
this funding be paid to Westadium; and, if so, how much will flow to Westadium
each year?

will be used to deliver the following activities: operator input into the
design and fit-out to ensure that the venue can smoothly transition from
construction to operations, including key stadium spaces including kitchens and
restaurants; modelling and design of traffic and access, pedestrian flow and
other interfaces in the sports precinct; negotiation of agreements with stadium
hirers, content providers and venue partner arrangements; and communications
regarding getting to and from stadium events.
(2) Yes. The
majority of funds will be paid to the operator as the majority of these
activities will be undertaken by the operator. The actual amounts paid to the
operator each year will depend on the amounts incurred as pre-operational costs
in each financial year. The anticipated proportional costs to be incurred in
each financial year are to be set out in the state budget papers.
(3) None of this funding will be
paid to Westadium.
