I refer to the Mt Helena Urban Precinct Metropolitan Region Scheme (MRS) Amendment and ask: (a) Did the Minister receive advice from the Department of Planning, Lands and Heritage in respect to the decision to approve or otherwise this scheme amendment; (b) If so, will the Minister table this advice; (c) Did the Minister visit the site in question; (d) Did the Minister seek advice from any other agency and or source; (e) If so, will the Minister list who the other agencies and/or sources were; (f) If written advice was provided to the Minister from these sources, will the Minister table this advice; (g) Are approved Scheme amendments for proposals such as the Mt Helena Urban Precinct used as precedents for other future scheme amendments that lie on close proximity to this proposal; (h) Is the Minister aware of any other development proposals in close proximity to the Mt Helena Urban Precinct that may require a future Scheme amendment; and (i) If so, can the Minister list the proposals?

Noting that the Member and his colleagues regularly request the Minister to overrule and challenge departmental advice on a range of issues such as the safety of pedestrian bridges and the location of school bus stops:
(a)-(b) Refer to the Western Australian Planning Commission (WAPC) Report on Submissions.
(c) Unlike members of the National Party who have no understanding of the issues facing hills communities, the Minister grew up in the hills and frequently visits the area including Mt Helena.
(d)-(f) Refer to the WAPC Report on Submissions.
(g) All Metropolitan Region Scheme amendments are assessed on their planning merits.
(h)-(i) Refer to the North-East Sub-Regional Planning Framework.
