SOUTHERN RAIL LINK, COST
In a media statement dated 16 July announcing the redirection of the southern rail link the Premier stated that the cost of the direct route would be contained within existing budget estimates. Given that there has been no detailed planning for the new route, can the Premier still guarantee the people of Western Australia that this project will cost no more than the promised $1.2 billion? I rise with a little trepidation today. I hope that the Leader of the Opposition is not, to quote the Sunday Times , in “one of his moods”. I thought the Leader of the Opposition might be in a good mood today. We know the Liberal Party has been in a bit of trouble. It lost the election; its votes are right down and it held a conference. The new leader of the Liberal Party went to the conference and had a big victory. Did he lead his party into a new policy direction on forests? The Labor Government found when it came to power that the previous Government’s planned Mandurah to Perth rail route would not attract people to the public transport system. We will indicate in the debate to follow why we made the decision to change that route. We received advice from the best engineers available and from the public transport planners that delivered us the northern suburbs rail line - another State Labor Government achievement. The best advice available is that we will be able to deliver the railway within the framework of costs that was set down for the route determined by the previous Government.
