The Minister Replied:
(a)-(c) Westrail currently does not have a commercial requirement to operate train services on the Capel-Boyanup railway and services on that section of railway were suspended on 5 April 2000 for an indefinite period. Traffic for Iluka Resources has not been hauled over the railway for about two years.
The railway will be reopened to allow the Boyanup Foundation Incorporated to operate a railcar service provided that organisation satisfies the requirements of a Track Access Agreement under the Rail Safety Act.
