625. Mr S.K. L'ESTRANGE to the Minister for
Corrective Services:
I have a supplementary question.
With regard to the 43 per cent increase in sexual assault offenders, how many
of those are repeat offenders; and, what is the minister doing to ensure all
sexual assault offenders are on an individual management plan to reduce
recidivism rates for this category?

Individual management plan numbers
have increased significantly and the backlog has also increased significantly.
Prison numbers went up from 2 000 in 2015 to where they have balanced out or
reached a peak, I hope, around 2018. The only reason we have a backlog in the
IMPs is because of that rapid increase.
Mr S.K. L'Estrange :
Of that 43 per cent, how many are repeat offenders?
Mr F.M. LOGAN : I will deal
with that. The member has asked a number of questions within the one question.
I am not too sure of the actual repeat offender numbers. I can get that
information for the member if he would like it. In terms of the IMPs, which
then lead to their programs, there is no hiding the fact—I have said it
in here before—that there is a backlog. We have put on six extra public
service staff to address the backlog and this morning, as the member heard earlier
in the chamber, a modification was made to the contract for Serco at Acacia
Prison because 50 per cent of the IMP backlog is with Acacia and because Serco
was not doing its own IMPs, we have modified the contract to ensure that Serco
now does its own IMPs to rapidly reduce that backlog so that people can get
their programs and move on.
