I refer to the answer given to (1) of question on notice No. 3513, asked on 22 February 2011, and I ask -
(1) What are the current planning and operational requirements?
(2) Will the one in 500 year flood study investigate access to the site during such an event?
(3) Who will be undertaking the one in 500 year flood study?
(4) Has the one in 500 year flood study commenced?
(5) If yes to (4), when will it be completed?
(6) Will the results of the one in 500 year flood study be made public?
(7) What are the minimum flood criteria that the Government will accept for the new Busselton Hospital, and access to the New Busselton Hospital site?
(8) Has the selection of the site for the location of the new Busselton Hospital resulted in a ‘reduced risk from the impact of disasters’, which is an agreed outcome of the National Partnership Agreement on Natural Disaster Resilience - Implementation Plan 2010-11 - Western Australia, signed by the State Government on 10 August 2010?
(9) If no to (8), why not?
(10) If yes to (8), how has the risk from the impact of natural disasters been reduced?
(11) Have natural disaster and mitigation strategies in respect of likely and recurring disasters been developed and implemented for the site, as a condition of Federal Government assistance for the restoration or replacement of an essential public asset, under section 4.4.1 of the Natural Disaster Relief and Recovery Arrangements 2007?

(13) If yes to (11), what are the natural disaster and mitigation strategies that have been developed and implemented for the site?

(1) The Busselton Hospital is designated as a Group 3 facility for disaster and redundancy planning. It will be built to meet the requirements of this designation. The new campus will be situated above the predicted level of a '1 in 500 year' flood event. In the event that such a situation occurs the facility's disaster response plan will come into effect. This would include an assessment of how best to manage current inpatients and may include evacuation or continuing to manage the patients within the facility. This is an assessment that is made at the time of such an event.
If patient transfer is deemed appropriate there will be a number of options available for undertaking this task.
The WA Country Health Service has jurisdictional responsibility for the land within the hospital boundary and does not have jurisdictional responsibility for the surrounding access road network. Road access to the site falls within the portfolio of the Minister for Transport.

(15 - 17) The Facility Risk Management Plan is developed progressively through the life of the project. The Project Definition Plan, including the definition of the risks, is currently being finalised. Addressing the requirements of the Facility Risk Management Plan will be included in the brief for the Lead Consultants when they are appointed.
The final Project Definition Plan will be made available when completed.
