1. As at 1 July 2007 one non-government agency had access to PSOLIS.
2. As at 1 July 2007, the RUAH Inreach Rockingham-Kwinana Early Episode Psychosis Program had access to PSOLIS. This program is a joint initiative with the Rockingham-Kwinana Adult Mental Health Service.
3. As at 1 July 2007 authorisation was limited to the mental health professionals working in the RUAH Inreach Rockingham-Kwinana Early Episode Psychosis Program. The program team comprises:
· Registered Mental Health Nurse, Team Leader (1)
· Social Worker (3)
· Occupational Therapist (1)
4. As at 1 July 2007 the RUAH Inreach team was authorised to access consumer information relevant to the consumers' care under the Rockingham-Kwinana Mental Health Service Adult Stream program only, for example service events (e.g. counselling) and patient management plans.
5. Authorisation by the Executive Director of the Mental Health Division was not required prior to 20 July 2007.
6. Prior to 1 July 2007, the Area Director of the South Metropolitan Area Mental Health Service provided authorisation for the RUAH Inreach team to access PSOLIS. RUAH Inreach Rockingham-Kwinana Early Episode Psychosis Program staff were required to complete the Department of Health
"Request for Access to Computing Applications"
. This form states that staff must adhere to the
Public Sector Management Act
and the
WA Public Sector Code of Ethics
and that "users must maintain a proper duty of care in terms of privacy, confidentiality, copyright, accuracy and timeliness of any information accessed from or distributed to external sources."
All mental health professionals, public and private, are obliged under the
WA Mental Health Act 1996
and their professional Codes of Conduct to maintain patient privacy and confidentiality.
7. All patients of the Rockingham-Kwinana Early Episode Psychosis Program were aware that staff from both the RUAH Rockingham-Kwinana Early Episode Psychosis team and Rockingham-Kwinana Adult Mental Health Service had access to their clinical information.
The Early Episode Psychosis Program brochure states that Rockingham-Kwinana Adult Mental Health Service and RUAH Inreach collaboratively run the program. All patients of the program sign a consent form stating that they are aware that staff involved in their care will share information relevant to their care.
