I refer to the article entitled 'An entitlement model that meets WA's needs' in the March 2012 edition of
Training Matters,
and I ask —
(1) Whether details of the four potential designs for a Vocational Education and Training model will be publicly available?
(2) If yes to (1) —
(a) when will the details of the designs be publicly available; and
(b) what are the key features of each of these designs?
(3) If no to (1), when the will the details of the final design be publicly available?
(4) Whether the potential designs have, or will, be the subject of community consultation?
(5) If yes to (4), I ask —
(a) when were these consultations held;
(b) which individuals attended each of the consultations;
(c) what was the scope of the discussions at each consultation; and
(d) how have community views been incorporated into the reform process?
(6) If no to (4), why not?

(1) and (2) (a) The final consultant's report commissioned by the Department of Training and Workforce Development will not be released publicly, however, four theoretical models proposed in the report have been discussed publicly, including through a presentation at the recent Training Providers Forum.
(2) (b) Design 1: Differing public subsidy levels for qualifications in:
· Certificate III or below;
· Certificate IV or above;
· Foundation Skills; and
· Apprenticeships or traineeships.
Design 2: Differing public subsidy levels for qualifications in:
· High priority areas;
· Lower priority areas;
· Foundation skills; and
· Apprenticeships or traineeships.
Design 3: Differing public subsidy levels for qualifications in:
· Certificate III and below;
· High priority areas;
· Foundation skills;
· Apprenticeships or traineeships; and
· Lower priority qualifications at Certificate IV or above.
Design 4: Differing public subsidy levels for qualifications in:
· Priority areas;
· Foundation skills;
· Apprenticeships or traineeships;
· Lower priority qualification at a higher level than previous study; and
· Other delivery areas.
It is important to note that these designs were developed to demonstrate the theoretical concepts which could apply. They were not proposed models.
(3) It is anticipated that once the final design has been approved by government there will be extensive consultations with community and industry stakeholders in 2013.

(5) (a) September and early October 2011.
(b) Approximately 60 representatives from State Training Providers, private registered training organisations, Industry Training Councils and industry and employee peak bodies participated in the consultations.
(c) Consultations explored issues surrounding the development, implementation and functioning of a student-centred, demand-driven training model.
(d) Stakeholder views have helped to shape the emerging entitlement design and planning for its implementation.
