I refer to your assurance to the Standing Committee on Estimates and Financial Operations on 24 September 2013 in relation to the establishment of a Governance and Leadership Development Program and ask: (a) what actions have you taken to expedite the completion of the business case for this program since 24 September 2013; (b) have any further meetings with Stakeholders in relation to this matter been conducted since 24 September 2013; and (c) what actions will be taken to progress the establishment of this Program, should the business case be found to be acceptable to both the Minister and the Minister for Regional Development?

(a)
The Department of Regional Development (DRD) received responsibility for the Aboriginal Governance and Leadership Development Program (GLDP) in October 2013. Action to date -
·
established an Aboriginal Economic Development and Governance branch within its Business and Social Development Division to develop this and other key priority projects.
·
established the Aboriginal Affairs Coordinating Committee sub-committee for Aboriginal Economic Development and Governance.
The GLDP business case will be developed and provided to Cabinet in early 2014.
(b)
DRD held a workshop with the Aboriginal Economic Development and
Governance Sub Committee (AEDGSC) members, members of the WA Aboriginal Advisory Council (WAAAC), and Warren Mundine, Executive Chair of the Prime Minister's Indigenous Advisory Council, on 16 December 2013 to set the committee's priorities.
DRD will work with the AEDGSC to align the business case for the GLDP with its priorities and aims to gain approval for the project in early 2014.
DRD will build on the significant amount of consultation conducted to date
and will continue to consult with the AEDGSC, the WAAAC and other relevant stakeholders as required.

The implementation of the GLDP will commence as soon as practicable following approval of a submission to Cabinet for Royalties for Regions funding and establishment of a financial agreement.
DRD will manage the roll out of the GLDP in consultation with key agencies and organisations.
