No,
she is not. Honestly, this issue has come up reasonably recently. If a minister
is making a statement to the press after an incident but before more
recent incidents have occurred, the commentary might have been different. The more recent incidents, obviously, were pretty
extreme, and that has probably changed the complexion of this matter.
