R-Code review
397. Hon Neil Thomson to
the parliamentary secretary representing the
Minister for Planning and Lands:
I refer to the
minister's media statement of 18 June concerning the review of the R-Codes, which
stated:
The Cook government continues to do
everything it can to accelerate the delivery of housing throughout Western
Australia …
I also note the state lot activity report March
quarter 2025 shows the third consecutive year of fewer than 9,000 new
residential lots approved "final" in the Perth Metropolitan Area, as
at table 10.1. This is a record low lot supply since 2013–14.
(1) Who will be represented on the so-called
stakeholder advisory group?
(2) Would the minister consider, with my
encouragement, augmenting the stakeholder advisory group to establish a series
of broadly based community forums for those facing housing stress so that they
can air their grievances directly to the minister about the lack of housing supply
that has occurred under his watch?
(3) If this is everything the Cook Labor
government can do to accelerate the delivery of housing, what hope is there for
the long-suffering young people of Western Australia who desire to buy their
own home?

I thank the
honourable member for some notice of the question. The following information
has been provided by the Minister for Planning and Lands.
(1)–(2) A stakeholder advisory group is
typical for projects of this scale and is recommended to include representation
from the following organisations: the Planning Institute of Australia, the
Australian Institute of Architects, the Australian Institute of Landscape
Architects, the Western Australian Institution of Surveyors, the Urban
Development Institute of Australia, the Property Council of Australia, the Housing
Industry Association, the Local Government Planners' Association, the Western
Australian Local Government Association and Master Builders Western Australia.
There will also be two supporting technical advisory
groups that will provide detailed advice and practical knowledge from local
governments, industry and the broader planning sector.
(3) The Cook Labor government is undertaking a
vast number of policy measures to accelerate the delivery of housing in
addition to planning reform, including a $210 million investment for 1,000 new
Keystart shared equity loans to make it easier for lower and middle income
households to enter home ownership.
The President: There being no further answers, we
return to orders of the day.
Hon Nick Goiran: We might have a bit of extra
question time.
Hon Stephen Dawson: That could have been considered
had it been asked of me earlier.
