I have a supplementary question. The minister said in his
answer earlier today that the board did not know. On Friday, the Premier said
the board must have known. Who is right—the Minister for Health or the
Premier?

The Premier did not say the board knew. He expressed an
opinion as to whether it should have known or not. It is the view of the
commissioner, in his report, that if the board did not know, which is what the
board has stated, it should have known. His finding was that its governance was
