I thank the honourable member for some notice of this question. The question also gives me the opportunity to provide a bit of additional information about some of the concerns that were expressed a bit earlier today by Hon Linda Savage. The question is about the $3 million upgrade of the Bentley adolescent unit, and of course an additional $337 000 has been allocated to undertake that work. Since February 2011, the child and adolescent health service has spent approximately $160 000 to date. This has been spent on new beds, bedding, linen, furniture, floor coverings, painting at different places throughout, and swipe access where needed. An amount of $77 000 will be spent on further refurbishment during the remainder of this year. An additional $40 000 will be spent on artwork by the end of the year. Training and education from Orygen Youth Health is being arranged at a cost of approximately $50 000. That is the information about the immediate work that will take place prior to this rather major capital development that will take place. (1)–(2) Planning for the $3 million upgrade has commenced. Of course we have seen the architectural drawings et cetera, and they are available to the member if she wants to look at them. Hon Ljiljanna Ravlich : I didn’t see any beds when I went there. Hon HELEN MORTON : Let me answer, please. The answer continues — Building Management and Works is managing the procurement and contracting process—I am sure that the member understands that a contracting process has to take place. It anticipates that the first phase of works will be completed in early 2012. The three phases of construction will be completed by end of 2012. (3)–(4) Due to the urgent nature of the Bentley adolescent unit upgrade, and, at that time, the uncertainty—I might add the ongoing uncertainty—of the outcome of the state submission to the commonwealth department, under which we sought funding for the BAU, the Department of Health agreed to fund the minimal amount of $3 million required for the upgrade of the BAU from its 2010–11 minor works allocation. So, the member will not see that amount in the 2011–12 budget, because it is a 2010–11 minor works allocation. The state submission, which included $4.5 million for the BAU upgrade, was submitted to the commonwealth under the commonwealth National Partnership Agreement on Improving Public Hospital Services. That $4.5 million was based on the original project cost estimate of approximately $3 million, as well as additional contingency and allowance for an enhanced upgrade. On 12 May 2011, the commonwealth government advised the Department of Health that it had approved the $4.5 million for the BAU upgrade, and a total of $4.5 million will now be spent on the BAU. The original $3 million proposed for the Bentley adolescent unit upgrade will be diverted back to the Department of Health minor works allocation.

(3) Has any funding been allocated to this project from the 2010–11 state budget; and, if so, how much? (4) How much has been allocated in the 2011–12 state budget, and from which agency has it been allocated? Hon HELEN MORTON replied: I thank the honourable member for some notice of this question.
