METRO AREA
EXPRESS LIGHT RAIL — PATRONAGE MODELLING
323. Hon KEN TRAVERS to the
parliamentary secretary representing the Minister for Transport:
I refer to questions without notice 260 and 285.
(1) Can the
Minister for Transport explain why he did not answer my specific question
requesting that he confirm the estimated 49 000 boardings for the northern leg
of the Metro Area Express light rail?
(2) Can the
minister explain why he did not answer my specific question about the exact
percentage of estimated boardings on the MAX light rail that will be transfers
from CAT services?
(3) Is the minister aware that the figure of 49 000 boardings
is already in the public domain?
(4) Does the
minister accept that 49 000 boardings on the northern leg of MAX makes a
nonsense of his claim that approximately 50 per cent of the estimated boardings
on the MAX light rail system will be transfers from CAT services?
(5) Was the
minister deliberately seeking to mislead the public with his 50 per cent claim
or was it accidental?

On behalf of the parliamentary secretary representing the
Minister for Transport, I thank the member for some notice of the question. The
minister has provided the following response —
(1) An estimated
figure of 49 000 was provided to the Standing Committee on Estimates and
Financial Operations by the Department of Transport in late 2013. More recent
modelling shows that the total non–school holiday weekday boardings on
the northern leg of the MAX light rail in 2031 will be closer to 40 000. Note
that this model reflects two-way boardings—in and out.
(2) The minister
provided an approximate figure highlighting the significant patronage of the
red CAT bus service that will be replaced by a future MAX light rail service.
(3) Refer to part (1).
(4) Refer to part (2).
(5) No. Refer to part (2).
