I refer to Infrastructure WA’s Major Infrastructure Proposal Assessment, which references delivery of the project under an alliance contract model and highlights the need to adequately manage commercial and delivery risks prior to final contract award, and I ask: (a) how many proponents participated in the alliance procurement process; (b) what evaluation criteria was applied; and (c) was independent probity oversight engaged?

(a-c) Seven proponents participated in the procurement process. As is standard on major projects, independent probity oversight was engaged. A range of qualitative criteria were evaluated and weighted as per below. The evaluation criteria included local jobs, project delivery and management, capability, experience and leadership.
