Can the Minister advise what steps the Government is taking to resolve the ongoing inactivity of other high-profile stalled privately owned sites, including: (a) the Oceans site at Scarborough (Scarborough Beach Road & West Coast Highway), which remains a vacant fenced site following previously proposed private development proposals; (b) the Kings Perth Hotel site at 517 Hay Street in the Perth CBD, which has no recent development applications lodged; and (c) for each site listed above in (a)-(b), can the Minister: (i) detail the current ownership arrangements; (ii) provide the latest status of planning approvals, sale processes or redevelopment proposals; and (iii) provide any Government interventions planned or underway to activate these sites rather than leave them dormant?

(a) Oceans site (Lot 601 Scarborough Beach Road, Scarborough):
(c) (i)   The property is registered to 3 Oceans Property (Scarborough) Pty Ltd. Relevant ownership details are publicly available via Landgate.
(ii)  No valid development approvals are in place for this site. Queries regarding sale or redevelopment intentions should be directed to the owner of the site.
(iii) The City of Stirling’s draft Local Planning Scheme No. 4 (draft LPS 4) has been advertised and is pending modifications and a final recommendation to the Minister. Draft LPS 4 zones the site Centre with a base height of 12 storeys and a bonus height of up to 18 storeys.
(b) Kings Perth Hotel site (Lot 73 Hay Street, Perth):
(c) (i)  The property is registered to Cascade Holdings Pty Ltd. Relevant ownership details are publicly available via Landgate.
(ii) No valid development approvals are in place for this site. Queries regarding sale or redevelopment intentions should be directed to the owner of the site.
(iii)  The City of Perth’s draft Local Planning Scheme No. 3 (LPS 3) has been lodged with the Western Australian Planning Commission and provided for the Minister's consideration of approval to commence advertising. Draft LPS 3 proposes the site be zoned Mixed Use with an R-AC0 density code.
